It was a long time ago now, but I think when I signed up with
Oracle Cloud the CC used for ID wasn't automatically saved as a
payment method. That card has since expired so they don't have any
details through which to charge me anyway. They say the data upload
quota for their "always free tier" is 10TB/month, but they don't
mention what happens after that so I guess there's a risk they
might permanently suspend your account until a fee is paid:

The Oracle Cloud VPSs are a bit of a pain to set up, and you need
to avoid features that aren't "allways free" during the initial 30
day trial after which VPSs using those features are shut down.

There's also this one. It says badwidth is limited to 1TB, but:

"If the inclusive traffic is exceeded, the connection becomes capped 
 to 1Mbit/s, if no additional traffic is purchased by customer."

Oh, when you turn on Javascript it says "Sold out". Maybe there are
newer offers, I haven't looked into it for a long time.
