Mind you, these days the conservative is just as likely to farm out
the job to a crony, also at five times the price.

The way I originally heard it was that if a conservative was walking
along the shore and spotted someone drowning, he'd grab the conveniently-
located coil of rope nearby, tie it to a tree, throw it toward the victim,
and upon finding the rope was only half as long as needed, would call out,
"Swim for it!"  The socialist would throw the whole coil out toward the
victim, then go off to do another good deed elsewhere.
