The way I originally heard it was that if a conservative was walking along the shore and spotted someone drowning, he'd grab the conveniently- located coil of rope nearby, tie it to a tree, throw it toward the victim, and upon finding the rope was only half as long as needed, would call out, "Swim for it!"
