Not so much for applications but when I'm deciding if I will use libfoobar in a project I always check the activity. https://github.com/libexpat/libexpat I've been using expat almost as long as it's been around and they're still poking at it. I've never encountered a bug but apparently there is always something to do, mostly security fixes lately. If I saw the hypothetical libfoobar hadn't been touched in 4 years I'd look for alternatives. True, maybe it is so good it hasn't needed work.
