Only servers do that. There is a certain enterprise-class server that I have had dealings with. The Linux part of the boot is actually very fast: it’s getting through all the BIOS stuff that can take a minute or two: something about PXE boot, and the storage manager, and who knows what else -- a whole series of points where different keys can be pressed to enter various pre-boot functions. So people like Poettering spend effort on getting your Linux system to boot fast, and the people who build the “enterprise-class” hardware just throw that all away ...
