Well in a way it has. China has an (unspoken?) arrangement that as long 
as VAT is paid - and Aliexpress does that - stuff get posted over really 
cheap on massive shipments that get split up and reposted in the 
destination country and there are no 'big beautiful tariffs' on it at all.

China wants to export. USA does not. USA does not want to import either.
