When I lived in New Hampshire you could register if you were hiking in the 
back country. iirc there was a $5 or $10 fee, but it was strictly 
voluntary. The understanding was if you chose not to register and had a 
problem you should call someone who cared. 

I knew a guy who was on a S&R team. He had done Granite twice, once with a 
rope and once without. He said he'd never do it without a rope again. It's 
the highest peak in MT at 12,807' and definitely out of my league.
