The trouble with overhead anything is that it is extremely vulnerable to 
weather.
Although my part of the local 11kV ring is underground other parts are 
not and tree damage to the lines results in more than a few power cuts 
every year.

It actually costs more than undergrounding would, but there is no 
capitall budget to fix it.
