I can recommend webmasters.com at http://www.webmasters.com.

I've found them to have all the qualities that are needed.  

The control panel is quite accessible and usable.  The few accessibility issues I have encountered are not a problem, specifically, the site  uses graphic elements as links at the top of each page without having alternative text.  However, JAWS reads the file names and they are generally intuitive, but more importantly, these are just some selected links for the site in the top frame while the other links on the page are text.    Also very importantly, when I once encountered a graphic that had somehow gotten incorporated on the site without any label, I called the problem to the attention of their support and it was fixed in less than 24 hours without any resistance. 

They also have live support if needed.

The thing that got me was that all the site's features are available in demo mode and without having to get a special temporary setup or password.... it's right there to be accessed on the home page.

The price is very good for all the features -- a little under $120 per year.  

They have ecommerce arrangements with Chase at a reasonable cost and shopping cart systems that can be set up easily.

And so on.  I sometimes find it hard to believe that there is so much for such a reasonable cost.
