Lost Recycle Bin

A client I am working with has lost - and I do mean lost - her Recycle Bin. Not only is there not a shortcut on the Desktop, but it cannot be located through My Computer or Windows Explorer. Any idea of what may have happened or how she could get it back? Thanks much.
