PDF in graphics format

Just last week I wrote asking about converting a PDF document that 
was apparently rendered as graphics.
Several wrote suggesting using either Openbook Or Kurzweil 1000 which 
I tried to no avail.

But co-incidentally, the following appeared in Dean Martineau's 
Tidbits from last Thursday. I include it here. My only problem is I 
can't find any documentation to explain how to place the arguments. 
So I still haven't converted my document. Any help would be appreciated.

1) Jamal Mazrui has produced a free way to access those pesky pdf
documents that are just scanned images of the text, that no screen
reader can read. You can download it at
