Drupal is certainly a good place to start, but 
even it needs some tinkering to make sure both 
the back and front ends are accessible.

I don't have details about exactly what needs 
tinkering, because it depends on what you want it 
to do, but I'm sure Google and Drupal's forums can assist with that.

Hope this helps.  Again, Drupal may be fine, but 
it depends on what you want out of a CMS.
