Apologies for A Message

I'm apologizing here for the message: "Vote me Please" which I neither sent nor was aware of until I signed into my account.  I use web Email, not Outlook or any computer based program.  Everything resides on the web, including my address book.  Apparently it has been hacked.  Attempts to contact Windows Live about this have resulted in no answers: I could not send mail yesterday because the hacker used my limit of daily messages.
