I am no expert on the topic of international copyright law, but the person  
in Canada could also ask someone in Canada if Canada has any kind of bilateral  
treaty with the US or this particular topic is covered by some international  
treaty that both the US and Canada are party to. I am not sure either route 
will  get an instant answer, but it is worth trying.
