Just got a response to my query about this and it is a hoax according to a friend who is responsible for network/internet security at a large Federal agency.


I'd still be careful of anything that isn't from someone that  you know.

I use Outlook Express and my own practice is to examine the properties of the message without opening it if I have any doubts, regardless of whether  or not it has an attachment.  In Outlook Express you can look at the source as well as the headers and there is plenty of info to tell you whether it is anything worth opening.
