I have a Downloads folder (c:\dl) on all of my pcs.
Reason:  Not only is it easy to locate, but I like the idea of having 
copies of things I download kept around in the event I need them in the 
future, particularly copies of programs.
On n;umerous occasions, I have decided that I rather use an older version 
of a program rather than the so-called latest and greatest for whatever 
reason.
You go to the program site; and, in the vast majority of times, it is not 
there, with good reason as it is replaced by the current version.
Well, if I keep copies of installed software around, this matters not as I 
have it around ready and available at my beckon call.
Thus, using a downloads folder (rather than downloading to the desktop) 
solves this; and I cannot tell you how many times, when things get 
downloaded to the desktop, the downloading individual just cannot find it 
-- this even happens to my
sighted wife who is an experienced pc user for years.

With today's main and external drives so large, finding space for this 
kind of stuff is hardly an issue; and the convenience this provides makes 
the packratting worth the clutter (if that is what you wish to call it).
