[lkb] emacs 23.1 and eli

Hi,

I try to run the LKB with emacs 23.1 for some reason it complains about
not finding fi-lep. Everything is fine for emacs 22.3.1

The file is present in the eli folder, but nevertheless emacs complains.
Is this phenomenon known?
