Change in Loom Forum moderation policy.

I have decided to change the moderation policy for loom-forum
to automatically and silently reject postings from addresses
that are not members of the list.  If you post to loom-forum and
are not using the address you have signed up with, then the message
will simply disappear with no notice to you of its fate.

Up to now, I have quarantined the messages, but since there have
only been two instances of a list member posting from a different
address than the one they had registered, I am no longer willing
to deal with the roughly 10 messsages per day that I would otherwise
need to deal with.
