Not too surprisingly, after chasing my tail around several
references, the most unambiguous syntax reference I found
was Section 4 of the

  Knowledge Interchange Format
  draft proposed American National Standard (dpANS)
  NCITS.T2/98-

That being the case, perhaps the best approach to defining
the syntax of PowerLoom KIF might be to list any exceptions
from the ANSI standard.
