Given that the grammar in the manual is a bit imprecise, it may be useful to base any executable definition of PowerLoom KIF (eg, for CLIF translation) from a grammar that has been used to parse KIF code: http://www.ksl.stanford.edu/knowledge-sharing/lib/kifparser/ Looking at it briefly, I don't see any provisions for handling comments, but these can be added.
