URGENT: Unable to load csv files in weka

Dear SIr/Madam,

I have been trying to load the csv files to weka for my assignment. I tried
to convert the csv files to arff using the SimpleCLI feature in weka. I am
getting the below error :

I have tried different methods, even set the environment variables  but
still getting the error can you please let me know what I have done wrong
here.
