Wow, that is annoying. Are you sure this is not a temporary problem? Can
you perhaps use a VPN (e.g., https://www.ecured.cu/PsiPhon) to pretend that
you are in a different country?

Note also that you can download any WEKA package manually if direct
download through the package manager is not possible. Packages are
distributed as simple ZIP files. Once you have downloaded the ZIP file, you
can install it using the package manager by specifying the location of the
file. In the package manager GUI, you can click on the "Unofficial" button
in the top-right corner of the package manager window to do this.

To find out the link for downloading a package, you can go to

https://weka.sourceforge.io/packageMetaData/

altushost-swe.dl.*sourceforge*.net

and navigate to the package. For SMOTE, this is

https://weka.sourceforge.io/packageMetaData/SMOTE/index.html

Clicking on "Latest", we get to

https://weka.sourceforge.io/packageMetaData/SMOTE/Latest.html

and the link to the package ZIP file (PackageURL) turns out to be

http://prdownloads.sourceforge.net/weka/SMOTE1.0.3.zip?download
