That won't help in this case, but it turns out issuing the following command in a terminal does work:

  sudo xattr -cr /Applications/weka-3-9-5-azul-zulu.app

You need to be an admin user to issue this command so you may have to ask your sys admin.

I have had the same problem on my Big Sur iMac for a while. Thanks for making me look up the solution! :-) 

I had always assumed that the problem occurred for me because I had messed around with hidden settings in the system at some stage. It does not occur for other Mac users I know.
