Help - Weka is crashing and "RunWeka.ini" didn't come as described in the WekaManual.pdf - Can't find a solution description for my specific case

I'm having a problem with weka that is crashing (suddenly auto-closing itself) when I run the Ranker algorithm for a large .CSV file.

It shows a small window saying OutOfMemory... 

I've tried to find a solution by going to other forums, videos, stakoverflow, and also to the PDF (WekaManual.pdf) included in the Weka installation directory (C:\Program Files\Weka-3-8-6).

The possible solutions to increase the memory come from posts from 4-10+ years ago and none of them have worked for me. Some forums talk about some commands, but they don't specify well where to run the commands, and I tried with the Windows PowerShell/CMD but it doesn't recognize the "Java" commands. I could see something about opening a kind of JVM command line (or something similar) but I couldn't find anything like that installed in Windows, and as in the PDF talks about just modifying a simple single line, then I thought this could be easily solved but... No for the moment.

I also tried to follow the instructions in the WekaManual.pdf:

“Weka 3.5.4 and higher Due to the new launching scheme, you no longer
modify the batch file, but the RunWeka.ini file. In that particular file,
you’ll have to change the maxheap placeholder. See section 21.2.2.”

But when I open the RunWeka.ini file with a code/text editor, at least in my installation, there is no default line that says something about "maxheap..." And of course nothing in the batch file, but I tried manually adding the line ‘maxheap=12g’ right above the line ‘maxstack=20m’ that came by default in the RunWeka.ini file, thinking that maybe could be a missing line during the Weka installation process, and I saved the file, but it didn't worked and Weka is still having the same crashing problem every time I put it to work with the mentioned .CSV file, i.e. Weka is crashing after some seconds to start to run the Ranker algorithm. As extra notes, as in the RunWeka.ini file didn’t come a "maxheap..." line and the more similar to that I found was the line ‘maxstack=20m’, then I also tried to modify the line ‘maxstack=20m’ to ‘maxstack=2000m’ but Weka was not opening so returned it as its default status (‘maxstack=20m’), and also I tried with several ‘maxheap=…’ combinations like ‘maxheap=8g’, or ‘maxheap=8192m’, but nothing of that worked, recalling that this ‘maxheap=…’  didn’t come by default in the RunWeka.ini (it was manually added)

So, I would like, please, you could help me to know what to do in this kind of cases where I can't find the possible solutions for these situations that I cannot find explained in the WekaManual.pdf. I would like to know about how to increase the memory for Weka, in order to work with the large .CSV file mentioned above. I can't find the location or path or console command (I only know about PowerShell/CMD) where I can modify the memory size for Weka. I don't know if you could have a video or document etc. that could show how to do this process for the cases like mine where the RunWeka.ini file seems to not to come in the "default" way described in WekaManual.pdf, i.e. no 'maxheap=XYZm' line. 


Additional information for more reference:

- I'm using Weka in a system with: Windows 10 64bits, 16GB of RAM, Intel Core i7 (Quad-Core), and SSD.

- I'm using the latest Weka version (v3.8.6), downloaded and installed for the first time a couple weeks ago.

- In this PC, Weka has previously worked a couple times with another .CSV file days ago. A much smaller file but also a .CSV with similar information, and at that time ‘Ranker’ and ‘JRip’ run in multiple times without Weka crashes, without problems and giving the results almost instantly.
