about weka self organizing map clustering

Dear Mr/Mrs/Miss,

I am trying to cluster my country-based dataset with self organizing maps
for my project. I can create a distance map and so on but could not find
out how to interpret distance map or create clusters like weka.
Distance map is as follows:

In weka, self organizing maps create clusters according to variables
directly.

I tried to investigate weka source code but could not find the algorithm
for the clustering.

Can you please direct me to find how can the clustering be done with self
organizing maps?
I would be very thankful if you recommend any algorithm or library to
create clusters.
