Have you checked the weka.log file (located in 
%USERPROFILE%\wekafiles)whether there might be any errors logged?

Alternatively, you could start Weka from a command-prompt, to see 
whether there is any error/exception being output (which you don't see 
when running it from the start menu).

Assuming that you have Java installed, you could start Weka from the 
directory containing the weka.jar file as follows:

java -jar weka.jar

NB: I'm a Linux user.
