OK - having gotten a whole bunch of patches in the past few days after a
long period of dead time, I voulenteer to RM the next apreq release and
plan to T&R libapreq-2.13 this coming weekend unless objections are
raised (or unless we get such a flood of patches that I have to postpone
the release :))
