Already working in this kind of direction with simal.googlecode.com
the data infrastructure is in place (alpha) but there is *very*
minimal reporting now.

It uses DOAP and FOAF (i.e. what we use on projects.a.o and people.a.o)

My intention has always been to bring it into the incubator, never had
the time, but we just brought in a developer to focus on moving it
forwards. Happy to discuss in appropriate lists if you ware
interested. Alternatively, create some tools in lab that will produce
the analytics and we'll integrate it into Simal later.
