[PR] Overhaul of the docs-project content to bring it into thi s decade. [httpd-site]

   This is pretty much a rewrite of the docs-project content, so could use some eyes on it before we push it. That said, the content there was 10+ years old, and I don't expect very many people were even looking at it, so it's probably pretty low risk.
