OK, I understand the basic argument. But I still find the current situation
unfortunate: I usually compile and install new Apache httpd releases relatively
quickly, but if I would read in the CHANGES that a security hole affecting my
server had also been fixed, I would certainly do it even sooner. 

Perhaps it would be helpful if in that case the CHANGES file would contain a
reference to a corresponding information page that will be activated after the
release.
