[Bug 62322] PATH_INFO is listed as a supported variable but it is not otherwise documented

Cool. I think the thing to do here is add a section to
https://httpd.apache.org/docs/env.html and reference it from the rewrite doc,
as well as the cgi doc and possibly elsewhere, so we don't duplicate. Maybe
start with PATH_INFO and QUERY_STRING and have that be a place where we
document stuff like this going forward.
