Note that 2.4 doesn't have %c, %x (SSL vars), or %F (request flushed) while
trunk does.

Adding details to mod_log_config.xml as to which variables are escaped, and
which are not, and why some are not.

Probably worth removing references to 1.3 in here, too. This is documentation,
not release notes.

Fixed in r1932801 and r1932802. (2.4, trunk)
