As far as I can tell, the referenced "DebianDebOrkification" Wiki is long gone.
However, the advice in this ticket is definitely false. You should *never* set
"Require all granted" for .htaccess files. I can only hope that in 2026 Joomla
no longer suggests this in their docs.
