Clarified the FollowSymLinks requirement for per-directory rewrites:
- Noted that SymLinksIfOwnerMatch also satisfies the requirement
- Reworded to use proper directive cross-references
- Clarified the AllowOverride interaction for .htaccess files

Patched in r1933641 (trunk), r1933642 (2.4).
