Added a note to the mod_proxy_ftp documentation explaining that
HttpProtocolOptions (set to Strict by default since 2.4.24) rejects
URLs containing userinfo per RFC 7230. To use credentials in FTP
proxy URLs, HttpProtocolOptions Unsafe must be set.

The documented FTP proxy feature still works — it just requires
this prerequisite that wasn't previously mentioned.

Patched in r1933682 (trunk), r1933683 (2.4).
