Addressed 4 of the 5 reported issues (point 1 regarding "override"
terminology was intentionally left as-is — "override" is the
established term for what htaccess files do - they override the base server
configuration - and we're very consistent with that term, so I'm not inclined
to change it based on this ticket.

2. Simplified the AllowOverride default to just "AllowOverride None"
   — removed the 2.3.8 historical reference.

3. Added a sentence clarifying that the effective set of permitted
   directives is the union of AllowOverride and AllowOverrideList.

4. Fixed the AllowOverrideList syntax line — "directive-type" was a
   copy-paste error; corrected to "directive".

5. Added a paragraph noting that certain directives (the "All"
   override class) are always permitted in .htaccess whenever the
   override mechanism is enabled, with a link to the override class
   index.

Patched in r1933685 (trunk), r1933686 (2.4).
