LimitRequestBody was partially addressed for proxied requests
in r999288 (spooled-to-disk cases) and r1066444 (2011). The
original documentation concern — that the behavior with proxied
requests was undocumented — is noted. The enhancement request
for LimitRequestBody to apply to all proxy cases has not been
implemented.

Closing this 17-year-old ticket. If the enhancement is still
desired, please open a new bug with current version details.
