The original issue — SSLStaplingFakeTryLater ignoring the
SSLStaplingReturnResponderErrors setting — was fixed in
r1875355 and r1875356 (trunk, 2020).

The SSLStaplingFakeTryLater docs correctly state "Only
effective if SSLStaplingReturnResponderErrors is also enabled."

Additionally, SSLStaplingReturnResponderErrors docs have been
updated in r1933788/r1933789 to note that "revoked" responses
are always returned regardless of this setting (Bug 69647).
