The docs stated sbindir defaults to EPREFIX/sbin, but the
default Apache layout in config.layout sets it to
EPREFIX/bin (same as bindir). Updated the docs to reflect
the actual effective default.

Fixed in r1933791 (trunk), r1933792 (2.4).
