Yes, those are both correct. The first is in global context, and the second is
in per-directory context (<Directory> and .htaccess), as it says.

I see some value in giving that a name, but it is true that it changes due to
context, as that prose attempts to explain. It handles whatever the status of
the "requested URL at this particular moment", which changes throughout the
request lifecycle.

That said, I'm definitely willing to make updates, but I'm not clear here what
specific change you're requesting. Would you be willing to draft a replacement
text for us to consider?
