[Bug 70047] Unclear where issues in base (non-documentation) httpd.apache.org website contents are tracked

I don't really feel that this is a "bug". Please miscategorize tickets all the
time, and we just move them to where they go. We certainly could add a website
category, but then I'd have to track two categories instead of just one, and
that feel less efficient to me than just recategorizing stuff as I see it.

I suppose this isn't a big decision, so I don't really care, but that's my
preference, y'know, as the person who handles most of those type of tickets.
