Fixed in r1934599 (2.4) and r1934600 (trunk).

Rather than duplicating the REQUEST_URI documentation on env.html, we added
crosslinks between env.html and expr.html in both directions. The CGI
environment variables section on env.html now explicitly names REQUEST_URI and
links to the complete variable reference table on expr.html#vars.

Note that REQUEST_URI in expressions differs from the CGI environment variable
of the same name (the expression variable excludes the query string, as
documented in the expr.html table).
