Fixed in r1935049 (trunk) and r1935048 (2.4): replaced the outdated
misc/relevant_standards page with current RFC references (HTTP/2, HTTP/3, T=
LS
1.3, modern auth RFCs, WebDAV, CGI, WebSocket, proxying).

Also removed the dead library/ page from the httpd website and updated
info/index.md to link to the docs page instead.
