Fixed in r1935409 (trunk) and r1935410 (2.4.x).

The paragraph now accurately describes the relationship: RFC 3875 defines
meta-variables (many derived from HTTP request headers), and httpd exposes =
them
as environment variables to CGI scripts and other request-processing
mechanisms.
