[VOTE] Release Apache Hamilton - apache-hamilton 1.90.0-incubating (release candidate 0)

This is a call for a vote on releasing Apache Hamilton apache-hamilton
1.90.0-incubating, release candidate 0. Here's the prior vote thread

This release includes the following changes (see CHANGELOG for details):
