Re: [DISCUSS] Graduating Apache Livy

I reviewed the download page at https://livy.apache.org/download/ and noticed a couple of minor issues that need to be fixed.

The SHA-512 checksums, ASC signatures, and KEYS file for the 0.9.0-incubating release all link to https://www.apache.org/dist/incubator/livy/... rather than https://downloads.apache.org/incubator/livy/... The Release Distribution Policy requires that all links to checksums, detached signatures, and public keys for current releases reference downloads.apache.org via https.

Specifically:
- Checksum and signature links should use https://downloads.apache.org/incubator/livy/0.9.0-incubating/
- The KEYS link should be updated to https://downloads.apache.org/incubator/livy/KEYS
