I checked:
- incubating in name
- signatures and hashes are fine
- DISCLAIMER exists
- LICENSE and NOTICE are good
- no unexpected binary files
- all files have ASF headers
- I did not compile from source

I noticed a couple of other issues:
- The NOTICE has the wrong year in it
- There are public docs linking end users to dist/dev/ - users should not be pointed to developer resources.
- I also do not think this domain should exist https://hub.texera.io/ or at the very least, it should redirect to the ASF site.
- The project site is missing a download page, but I assume this will be created for this release.

Note that the Incubator MCP and Policy MCP are good enough to provide a good review of a release/project download pages against the current ASF policy and pick up issues like the above
