[DISCUSS] Graduate Apache ResilientDB

Hi everyone, Thanks to the community's support, ResilientDB currently has
great momentum and sustainable activity. The project has completed several
releases, most recently 1.12.0-incubating in March.

ResilientDB entered the incubator on 2023-10-21, and it has been exciting
to see our progress regarding both releases and community growth. While the
podling's activity is moderate, it remains sustainable, and the PPMC
members demonstrate a strong understanding of the Apache Way.

Here are some current project statistics:

- Two main releases: 1.11.0 and 1.12.0
- 274 forks and 166 stars on the GitHub repository
- 176 PRs closed
- ~40 contributors
- 35 committers/PPMC members


I am confident that the project and its community are sustainable for the
long term.
