[RESULT][VOTE] Release Apache GeaFlow (Incubating) 0.8.0-incubating (RC1)

Hello everyone,

I'm happy to announce that we have unanimously approved this release:
Apache GeaFlow (Incubating) 0.8.0-incubating (RC1).

There are 3 approving votes, all of which are binding:

* Jingsong Li
* Xin Wang
* mingcheng

There are no disapproving votes.

The GeaFlow community vote also passed with 4 binding +1 votes
(Qiang Zhou, Congbin Qiao, yaozhq, Florian Zhidong Fan) and 1
non-binding +1 vote (mingcheng). There were no +0 or -1 votes.

I will now proceed with the release steps:

1. Move the artifacts from dist/dev to dist/release
2. Release the Maven staging repository
3. Create the v0.8.0 git tag
4. Create the GitHub Release
5. Send the announcement email (after 24-hour mirror sync)
