This construction is simply incorrect:

1. The purpose of Fluss is not to establish Fluss. What does Fluss =
provide?
2. The graduation vote is not relevant and I=E2=80=99ve never seen it in =
a resolution.
3. The final clause discharging the Incubator is missing.
