[VOTE] Graduate Apache ResilientDB as Top Level Project

Hi everyone,

Following the discussion (
https://lists.apache.org/thread/p1jgycf9rysokpk5787v91kq2djq685m), this is
a vote to recommend graduating Apache ResilientDB from the Apache Incubator
and
establishing it as a Top Level Project (TLP) of the Apache Software
Foundation.

Apache ResilientDB has been incubating since 2023-10-21.
The PPMC believes that the project has successfully completed incubation
and is ready to graduate.
